PROJECT COORDINATOR III – CED OUTREACH COORDINATOR

Client / Project:                Los Angeles Community College District (LACCD) Program Management Office
Salary Range:                     $85.7K to $100.8K annual base salary, depending upon experience

POSITION OVERVIEW:

The Community Economic Development (CED) Outreach Coordinator will implement the outreach strategy to achieve the LACCD Community Economic Development Program goals established in the Board of Trustees Board Rule 7103.17 through diversifying and creating new pathways for participation. The CED Program includes the Local Small Emerging Disabled Veteran (LSEDV) Program and Local Worker Hiring Program.

POSITION DESCRIPTION:

  • Coordinates with community and industry partners to promote bond program opportunities to LSEDV contractors and vendors. This may include promotion through social media, industry partnerships, forums, and/or direct communication.
  • Focus on contractor compliance of the 30% participation goal of Local, Small Emerging and
  • Disabled Veteran (LSEDV) Program by planning and implementing prime/subcontractor matchmaking opportunities, direct outreach and addressing barriers by diverse and/or traditionally underrepresented LSEDV businesses.
  • Promotes opportunities of the Local Worker Hiring Program to achieve the 35% local worker hiring goal on all construction services contracts for LACCD students and community partners, ensuring district-wide access to pre-apprenticeship construction training and union apprenticeship programs for local residents in partnership with contractors, unions, college campuses, and community-based organizations.
  • Develops and maintains partnerships with district-wide business, and trade organizations, community-based organizations, faith-based organizations, local agencies, community leaders, and trade unions to maximize LSEDV business and local worker participation.
  • Will represent the CED Program at community partner events to promote contracting opportunities.
  • Will be responsible for administrative activities to support the CED Program.
  • Use of B2GNow system and LCP Tracker reports to track contractor compliance and participation.
  • Composes, edits, and coordinates the preparation of briefing and summary documents, reports, and presentations as required by the PMO. Will also produce content and updates for digital use, as required by the PMO.

MINIMUM REQUIRED QUALIFICATIONS:

  • Minimum 4-6 years of outreach experience on behalf of multi-billion capital improvement programs, including labor and industry participation under a project labor agreement.
  • Strong familiarity with local worker hiring programs, the California public contracting process, and addressing barriers from diverse and/or traditionally underrepresented LSEDV business participation.
  • Experience working with craft unions and apprenticeship programs; employment support service organizations/programs; industry business organizations; community-based organizations; firms representing all disciplines that support design and construction.
  • Effective communication in a professional and sensitive manner to address the issues confronting LSEDV businesses, local workers, and LACCD college students.
  • Ability to write concisely and effectively to build awareness of the LACCD CED Program.
  • Ability to create presentations and visualization to capture progress and milestones
  • Ability to anticipate emerging challenges to maximize business and/or community satisfaction.
  • Ability to act judiciously under pressure and adhere to LACCD policies and protocols at all times.
  • A Bachelor of Arts/Science Degree from a recognized college or university.

PREFERRED QUALIFICATIONS:

  • Knowledge of local, state and/or federal guidelines pertaining to small, minority, women, and disadvantaged business enterprise programs preferred.
  • Preferred coursework emphasis in business, communications, construction management, or other coursework supplemented by direct, documented experience in this subject area.
  • Bilingual language skills
