DESIGN QA/QC MANAGER
Program: Los Angeles Unified School District – Asset Management
Salary Range: $120,000 to $142,000 annual

DUTIES:
• Manages, develops and coordinates the District’s design process for the Facilities Services Division to ensure that plans are within functional program, budgetary, environmental and legal requirements
• Functions as a technical design lead in areas such as sustainability, Americans with Disabilities Act requirements, Division of State Architect procedures and requirements, education specifications and other technical aspects of school construction
• Reviews project designs within their region insuring District standards are maintained among all design managers
• Manages multiple projects through interaction with Architects, consultants and District personnel from project conception, through draft to final review, approval and handoff to Project Execution
• Oversees the building design process to ensure compliance with LAUSD’s standards and guidelines by working with design professionals and various District administrators to ensure that new and modernized structures meet both educational and building standards’ requirements
• Establishes and follows a process to create design services’ bench contracts, identify and select the architectural firm best suited for each project based on the firms qualifications and ability to meet performance standards
• Provides Design Managers and Architects with clear and consistent direction with regard to goals and objectives, standards, site, schedule and budget for each project
• Establishes and follows an effective and efficient design review process to ensure that the design meets the overall goals and objectives for the project, provides maximum value for dollars budgeted and are appropriate and enduring to meet the functional needs of the District, the local community and the environment
• Manages the Architects’ contracts from project inception through construction and closeout, including processing design directives, additional services requests and invoices
• Coordinates with Division of the State Architect as required
• Coordinates project activities with other District organizational branches and departments such as Office of Environmental Health and Safety, A/E Design Services, Maintenance and Operations, School Occupancy Transition Unit, Asbestos Technical Unit and Educational Services Centers
• Ensures that decisions are made in a timely manner
• Ensures that all steps within the project are documented and that the documentation meets legal requirements
• Reviews design changes submitted to ensure project remains within budget
• Establishes and maintains list of pre-qualified Architectural firms for consideration
• Establishes a review panel of Architects for design consultation
• Participates in community relations and outreach programs to create understanding and acceptance of District building projects design within the community
• Recruits, develops and manages a professional staff to support the design function for the District.
• Develops continuing education opportunities, i.e. seminars and workshops, to learn and share up-to-date information on working with architects and contractors
• Performs other duties as assigned
MINIMUM REQUIREMENTS
Required Experience:
• Fourteen (14) years of experience managing the facilities design, or the planning and coordination, of capital projects that included the overall design, contract administration, cost estimating and scheduling activities.
• Five (5) years of experience with education facilities design, planning and construction.
Additional Preferred Experience:
• Experience utilizing Building Information Modeling (BIM)
• Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)
• Experience with Division of the State Architect (DSA) construction/design processes
Required Education:
• Graduation from a recognized college or university with Bachelor’s degree in Architecture or Engineering
• A Master’s Degree in Architecture or Engineering is preferred
Preferred Licenses and Certificates:
• A valid California Architect license as issued by the California Architects Board or a valid Professional Engineer license as issued by the California Board for Professional Engineers and Land Surveyors
• LEED AP credential
