ENVIRONMENTAL TRAINING INSTITUTE (ETI) PROJECT MANAGER

ENVIRONMENTAL TRAINING INSTITUTE PROGRAM PURPOSE
The Environmental Training Institute (ETI) program currently serves the purpose to train Metro personnel in the environmental aspects associated with hazardous materials, hazardous waste, underground storage tanks, aboveground storage tanks, storm water, recycling and, water and energy conservation concepts. Paragon will coordinate with Metro’s Environmental Compliance and Sustainability (ECSD), Quality Assurance (QA), and Corporate Safety (CS) departments to update, implement, and track the ETI program curriculum at all the enrolled EMS divisions that require annual refresher courses as well as non-EMS locations as requested by ECSD and required by Federal, State and Local Regulations. This project is driven by Metro’s agency-wide EMS program and the need to design a consistent curriculum for Metro’s environmental regulatory training courses delivered to applicable Metro personnel. The training courses will address applicable standards set forth by local, state, and federal regulatory agencies, as well as, applicable Metro internal standards and controls.

SCOPE OF SERVICES
Paragon will provide professional staff to support Metro-directed efforts from the receipt of notice to proceed. The breakdown of labor effort associated with this scope of work is based on input provided by Metro during scoping meetings, as well as Paragon’s experience managing the program. The proposed scope of work will include the following:
Program Management: Document Control & Database Management for All ETI Courses. Track, manage, and update all ETI-related documents, spreadsheets and databases for all training courses completed during the performance period. Regular tracking spreadsheet/database updates will be provided to Metro documenting completion of courses. Ove the last 6 months, the team has engaged multiple stakeholder
Program Management: Annual Review & Revision of Current ETI Modules. Due to the regulatory driven nature of the current ETI Curriculum, Paragon will conduct a review all ETI modules and regulatory-driven trainings given by the department and make adjustments to update, consolidate, and/or revise content in coordination with Metro consultants and staff.
Program Management: Manage Efforts to Update the Talent Development Database. Paragon will work with Metro staff to update the Talent Development database with most recent training records on a monthly basis as recommended in the Inspector General Report from January 2015 (Report No. 15-AUD-02). Concurrently, Paragon will explore alternative tracking methods such as independent system that can export data that can easily be uploaded to TD Oracle database.

RESPONSIBILITIES
• Assess the organization’s training needs in relation to environmental compliance, energy and resource use, and general sustainability.
• Develop curriculum and training content/packages.
• Organize, plan, and conduct training sessions.
• Evaluate the effectiveness of the training program.
