METHANE MITIGATION PROJECT MANAGER
Program: Los Angeles Unified School District –
Office of Environment & Health & Safety (OEHS)
Number of Positions: One (1)
Salary Range: $119.3K to $140.4K annual base salary plus benefits
DUTIES:
- Reviews and coordinates work conducted by environmental site assessment Master Services Agreement (MSA) contractors in the areas of:
- Phase 1 Environmental Site Assessment
- Soils Disposition Evaluation (Compliance with Specification 01 4521)
- Health/Safety Risk Assessment
- Preliminary Environmental Assessment
- Remedial Investigation/Feasibility Study
- Preparation and implementation of Removal Action Workplans/Remedial Action Plans
- Assists in contract development, and oversight of remediation contractors
- Establishes and maintains project budgets and schedules pertaining to environmental investigations and remediation efforts
- Provides technical advice to OEHS Management in terms of oversight of environmental site assessment contractors as well as contractor budget and schedule control
- Prepares and coordinates the environmental review process for individual projects with the Facilities Services Division (“Facilities”) requirements for:
- Project scheduling
- Budgeting
- School design and construction
- Waste disposal
- Oversees the work of professionals contracted to provide services the District in the areas of:
- Assessments of methane, radon, or volatile organic compounds (VOCs) in soil gas at existing schools and new construction sites
- Methane, radon, or VOC vapor mitigation system planning, design construction, inspection, and commissioning associated with construction of new school buildings under District managed Design-Build and Design-Build contracts
- Methane, radon, or VOC vapor mitigation system monitoring, operation, maintenance, repair, staff training, and agency reporting
- Regulatory compliance testing, inspection and repair of District-owned underground storage tank (UST) and above ground storage tank (AST) systems
- Advises and assists OEHS, Asset Management, Project Execution, Transportation and Maintenance & Operations departments in developing scope, budget, schedule, and strategies for contract procurement and funding for gas mitigation, UST compliance, tank system repair, site assessment, oil well abandonment and site remediation services
- Applies knowledge of regulations, codes and industry standards (UL, STI, API, etc.) to act as Subject Matter Expert in assisting Project Execution, Transportation, and M&O departments in executing modifications, repairs, closures, and replacements of underground and above ground fuel, oil, hazardous waste, and hazardous material collection, storage, dispensing, and leak monitoring systems
- Conduct PCB investigation activities at various schools in support of projects:
- PCB Phase I and Phase II investigations
- PCB Waste Manifesting
- PCB Waste Tracking and Disposal Facility Requirements
- PCB Recordkeeping and Reporting
- PCB Spill Response and Notification Requirements and PCB Storage Requirements
REQUIRED EXPERIENCE:
- Three (3) years’ full time paid professional experience in managing projects involving direct communication with the Department of Toxic Substances Control (DTSC), Environmental Protection Agency (EPA), the Regional Water Quality Control Board (RWQCB) or the South Coast Air Quality Management District (SCAQMD)
- Three (3) years’ full time paid professional experience in responsible charge for the assessment, design, construction, commissioning and operation of methane, radon or VOC vapor intrusion mitigation systems
- Three (3) years full time paid professional experience in responsible charge of the design, installation, repair and compliance inspections and testing of underground fuel storage tanks and dispensing system
- Eight (8) years full time paid experience in management of environmental investigations and remediation conducted under the direction of the Department of Toxic Substances Control (DTSC) or comparable regulatory agency. Experience must include the design and implementation of methane mitigation systems.
ADDITIONAL REQUIREMENTS:
Working knowledge of:
- City of Los Angeles methane hazard mitigation standards
- DTSC Advisory on Methane Assessment and Common Remedies at school sites and technical guidance on soils gas control systems provided in ANSI/AARST Publication CC- 1000 2018
- California UST Regulations
- California hazardous waste storage regulations
- Policies and procedures of the Los Angeles Fire Department UST Section
- California Fire Code requirements for storage and dispensing of flammable and combustible liquids
- California Environmental Reporting System (CERS)
PREFERRED LICENSE/CERTIFICATES:
- A valid CA Certificate of Registration as a Professional Civil, Mechanical, Chemical, Industrial or Petroleum Engineer
- Certified Designated UST Operator by the Internal Codes Council
REQUIRED EDUCATION:
Graduation from a recognized college or university with a bachelor’s degree, preferably in Geology, Engineering or related field
