Project Coordinator III / Local Worker Jobs Coordinator
Program: Los Angeles Community College District (LACCD)
Salary: up to $83.7K annual depending on experience.
The Local Worker Jobs Coordinator performs the daily jobsite and office tasks required to facilitate the participation of local and disadvantaged workers on Build Program projects by working collaboratively with the PLA administrator, contractors, unions, pre-apprenticeship training programs, college campuses, and workforce support service organizations; monitoring contractor compliance with the Local & Disadvantaged Local Worker Program contract provisions; and promoting local worker pathways into union apprenticeship.
• Attend job start meetings to ensure contractor awareness of local and disadvantaged worker hiring program.
• Collaborate with PMO, PLA Administrator, contractors, and building trades to ensure that local hire and disadvantaged local worker hiring goals, and apprenticeship goals are met on all PLA covered projects.
• Organize and maintain an integrated system of available support services and workforce development organizations to provide LACCD Jobs clients with resources to support their pursuit of a career in construction.
• Meet with workforce development partners to discuss LACCD Jobs clients’ readiness for union apprenticeship and/or placement on Build Program projects.
• Conduct, organize and attend job fairs to promote construction career opportunities for local and disadvantaged individuals; establish and maintain relationships with pre-apprenticeship and union apprenticeship training programs; inform local workers how to enroll in pre-apprenticeship training or enter union apprenticeship programs; and create and distribute information material regarding the LACCD Jobs Program.
• Establish process with community college faculty and staff to connect LACCD students to union apprenticeship opportunities.
• Conduct quarterly union apprenticeship orientations at LACCD community colleges, pre-apprenticeship training locations, or community centers.
• Facilitate contractor access to Work Opportunity Tax Credits, On-The-Job Training incentives and other program services provided by State or Federal programs to encourage placement of local and disadvantaged local workers.
• Generate and/or review bi-monthly local worker and disadvantaged local worker utilization reports to determine contractor compliance, and initiate contractor manpower recovery plans as required.
• Monitor and track contractor use of Craft Employee Request Form and union dispatch.
• Establish procedures and validation process for disadvantaged local worker certification.
• Conduct monthly survey of all current and past local worker and disadvantaged local workers placed and not placed on LACCD projects.
• Develop and maintain partnerships with district-wide public and private institutions, community-based organizations, faith-based organizations, and local agencies, to secure additional support services for local and disadvantaged workers.
Minimum Required Qualifications:
• Must possess a minimum of 4 years experience performing local worker placement and/or facilitating pre-apprenticeship training on major public works programs, including significant knowledge and experience in the following:
• Pre-apprenticeship and union apprenticeship construction training programs that provide local and disadvantaged workers with access to construction careers.
• The ethnic, cultural and geographic diversity of communities of the LACCD service boundaries.
• Available workforce development support services to support local and disadvantaged workers begin a career in construction.
• Activities, policies, organization and protocols required by PLA covered work.
• OSHA safety guidelines and regulations for the construction sector.
• Communicate verbally and in writing form in a professional and sensitive manner to the issues confronting local and disadvantaged workers, enforcement of the Local & Disadvantaged Worker Program provisions, and contractor performance reports.
• Anticipate emerging challenges and opportunities to maximize local worker utilization on Build Program projects and community satisfaction.
• Work collaboratively with local stakeholders, non-profit support organizations, unions, contractors, and other public agencies to maximize local worker utilization on Build Program projects.
• Act judiciously under pressure and adhere to LACCD policies and protocols at all times.
• Plan and coordinate various types of events and meetings for local and disadvantaged workers to engage with contractors and unions.
• Ability to interact with the community in a positive, professional and customer-oriented manner.
• Must be highly motivated, dependable, and capable of working independently with minimal supervision.
• Must work well under pressure to achieve program goals and objectives.
• Must have computer skills working with an online certified payroll system, PowerPoint, Word, Excel and databases.
• Must have exceptional organization skills and be detail-oriented.
• Must be flexible and dedicated to working in a team environment.
• Ability to work in a fast-paced environment.
• Bachelor of Arts/Science degree or college certificate in construction, architecture, engineering or other coursework supplemented by a minimum of 4 years of direct, documented work experience as a job developer for the construction industry and/or pre-apprenticeship training program. Substantive experience may serve to substitute educational requirement.
