PROJECT MANAGER I (PLA ADMINISTRATOR)
Client / Project: Los Angeles Community College District (LACCD) – Program Management Office (PMO)
Salary Range: $139.5K to $170.2K annual base salary, depending upon experience
Number of positions: One (1)
POSITION DESCRIPTION:
- Administer and manage the Project Labor Agreement (PLA) for LACCD’s $14B bond program.
- Serve as the as the program’s liaison between contractors and signatory unions on bond funded projects.
- Build and maintain relationships with LACCD’s union partners.
- Coordinate and conduct PLA pre-job conferences with contractors, signatory unions, and project management teams for each applicable contract.
- Represent LACCD & the bond program at industry events with union partners.
- Apprise District leadership of new and emerging PLA issues and recommend solutions.
- Mitigate labor disputes involving contractors, subcontractors, and union representatives.
- Mediate sensitive labor disputes through the grievance process, including hosting arbitration hearings.
- Assist contractors and subcontractors to develop compliant staffing strategies pursuant to PLA requirements and community workforce goals.
- Advise contracts department and campus project teams on conditions of PLA applicability for entire contracts and specific scopes of work.
- Coordinate and conduct regular joint labor management meetings with program leadership and union leadership.
- Review PLA requirements with new contractors and subcontractors after contract award.
- Educate contractors on PLA requirements at regular small contractor boot camps.
- Review and process contractor fringe benefit contributions to verify payment to appropriate union trust funds.
- Utilize LCPTracker to review documents, generate notices to contractors, and prepare reports.
MINIMUM REQUIRED QUALIFICATIONS:
- 5 years of experience with PLAs or other relevant labor relations experience.
- Bachelor’s degree in business or a related field. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.
- Strong written and verbal communication skills.
- Strong mediation and negotiation skills.
- Proficient in MS Office (MS Excel and MS Word).
PREFERRED QUALIFICATIONS:
- Knowledge and experience with Labor Compliance & Prevailing Wage.
- Knowledge and experience with Community Economic/Workforce Development.
