PROP 39 PROGRAM MANAGER
Program: Los Angeles Unified School District
Facilities Services Division, Maintenance & Operations
Salary Range: $103.5K to $151.0K base salary plus benefits
Positions Open: 1

DUTIES:
• Manages various sustainable efficiency programs related to Electric, Gas and Water reduction which includes the development and oversight of scope, budget, schedule and implementation of these utility conservation programs
• Evaluates conservation programs and perform cost/benefit analysis to determine overall cost savings and effectiveness if implemented District wide or on a site by site basis
• Develops and evaluates contracting and procurement methods based on program specifics
• Coordinates with local utilities to understand and capture available rebates and incentives
• Reviews and evaluates energy efficient products and emerging technologies on compliance with District requirements and sustainability goals and perform cost/benefit analysis
• Advises, consults with, and gives technical direction to design firms, energy consultants and contractors, on District policies, guidelines and specifications for development of project costs related to design and construction
• Plans, organizes, directs and reports activities and progress to Sustainability and Maintenance and Operations management
• Creates policies, procedures, standards and project work flows to achieve program directives and maximizes energy efficiency in various school sites across the District
• Develops and oversees program management systems and reports (i.e. Microsoft Project, Estimate at Completion Tool, Smirnoff, offline reports, etc.)
• Performs fiscal management and program level financial reporting to both internal and external offices/agencies
• Collects, drafts, develops and disseminates Lessons Learned to appropriate staff
• Manages the Closeout Phase of the program
• Provides training and guidance to project staff in the program level
• Performs technical oversight for project assignment and advisor duties

Required Education:
Graduation from a recognized college or university with a bachelor’s degree in Electrical or
Mechanical Engineering only

Required Experience:
• 15 years of full time paid professional experience in overseeing and managing all phases of development for sustainability and energy efficiency programs
• Experience working with various incentive & rebate programs offered by local, state, and federal agencies
• Experience with the design and constructability reviews of energy efficient and/or renewable energy projects
• Experience working with the various incentive & rebate programs offered by Los Angeles Department of Water and Power (LADWP), Southern California Edison, & Southern California Gas Co
• Experience with the Commissioning Process in new and existing buildings
• Experience with design and/or construction contracts related to energy efficiency and/or renewable energy projects within the educational sector

Additional Preferred Experience:
• Experience utilizing Building Information Modeling (BIM)
• Experience in Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)
• Experience in Formal Construction Partnering
• Experience with Division of the State Architect (DSA) construction/design processes

Preferred Licenses and Certificates:
• A valid Certified Energy Manager (CEM) credentialed by the Association of Energy Engineers
• A valid Certificate of Registration as an Architect by the California State Architectural Board or Professional Engineer by the State Board for Professional Engineers and Land Surveyors
