SITE ASSESSMENT PROJECT MANAGER
Program: Los Angeles Unified School District
Office of Environment & Health & Safety (OEHS)
Salary Range: $100K to $135K annual
DUTIES:
Review and coordinate work conducted by environmental site assessment Master Services Agreement (MSA) contractors in the areas of: Initial screening of proposed school sites; Phase I Environmental Site Assessment; Soils Disposition Evaluation (Compliance with Specification 01440); Health/Safety risk assessment; Preliminary Environmental Assessment; Remedial Investigation / Feasibility Study; Public Participation Plan; Preparation and implementation of Removal Action Workplans / Remedial Action Plans
Lead paint, mold and asbestos survey and mitigation
Assist in contract development, and oversight of remediation contractors
Establish and maintain project budgets and schedules pertaining to environmental investigations and remediation efforts.
Provide technical advice to OEHS Management in terms of oversight of environmental site assessment contractors as well as contractor budget and schedule control.
Prepare and coordinate the environmental review process for individual projects with the Facilities Services Division (FSD) requirements for: Project scheduling; Budgeting; Land acquisition; School design and construction; Emergency response; Waste disposal; Demolition
Provide oversight of site investigation and clean-up activities for General & Bond-funded construction projects as well as for existing school environment activities
Provide technical input on soils remediation projects that require shoring to attain target clean up depths or to provide technical support to Asset Management staff in obtaining compensation
Oversees groundwater remediation projects Reviews soil sampling plans and soil sampling reports; creates reports for determination of waste classifications for export of soil from existing schools
Makes recommendations regarding feasibility of remediation and/or mitigation and establishes priorities
Prepares scope of work proposals; selects and supervises consultants and monitors their field work, making sure that proper work and environment protocols are followed
Monitors project budgets; sets up work authorization for scopes of work; checks and approves invoices
Provides technical oversight of investigations and remediation of leaking underground storage tank sites
Oversee O&M Agreements and land use covenants that are required by the DTSC to maintain the health and safety of school occupants where environmental conditions have adversely affected schools and facilities
MINIMUM REQUIREMENTS
Required Experience:
10 years experience in management of environmental investigations and remediation conducted under the direction of the Department of Toxic Substances Control (DTSC) or comparable regulatory agency.
Supervision:
General supervision is received from the Director of Office of Environmental Health & Safety (OEHS) or other higher level administrator. General supervision is exercised over technical employees and other related staff involved with remediation projects
Required Education:
Graduation from a recognized college or university with a Bachelor’s degree
Site investigation and remedial strategies; federal, state and local environmental regulations; Department of Toxic Substances Control (DTSC), Regional Water Quality Control Board (RWQCB) and South Coast Air Quality Management District (SCAQMD) protocols.
Preferred Licenses and Certificates:
A valid California Registered Professional Geologist license from the CA Board of Professional Engineers, Land Surveyors, and Geologists
Prefer a Certified Hydrogeologist
